	1.	Citizen's Comments.


		[The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]

Presentation of Proclamations by the Office of the Mayor.

Presentation of a Proclamation to Ryan and Kimberly Carson, of Carson's Crusaders Foundation, Proclaiming September 22, 2020, as Carson Richardson Day.

Presentation of a Proclamation to the VFW Post 2195 Proclaiming September 18, 2020, as POW/MIA Recognition Day.


	Consent Agenda.

	3.	Approve Minutes of the September 8, 2020, Regular City Council Meeting.

	4.	Appoint Kevin Hoffman, MD, as the Health Authority for the City of Allen in Accordance with Section 121.033 of the Texas Health and Safety Code.

	5.	Adopt a Resolution Appointing Members to Fill Expiring and Vacant Terms on the Board of Directors for Tax Increment Financing (TIF) Reinvestment Zone No. 1 (Garden District).

	6.	Adopt a Resolution Reappointing Members to Fill Expiring Terms on the Board of Directors for Tax Increment Financing (TIF) Reinvestment Zone No. 2 (Central Business District).

	7.	Adopt a Resolution Amending the City's Investment Policy Governing the Investment of Municipal Funds.

	8.	Adopt a Resolution Amending Authorized City Representatives to Conduct Transactions and Inquiries with TexPool.

	9.	Award Bid and Authorize the City Manager to Execute a Contract with Air Conditioning Innovative Solutions, Inc., for the City Hall Server Room Heating, Ventilation, and Air Conditioning Project in the Amount of $130,459.

	10.	Authorize the City Manager to Execute a Change Order with Duro-Last, Inc., for Roof Replacement at the Allen Event Center in the Amount of $56,966.52.

	11.	Adopt a Resolution Authorizing the Creation of an Emergency Utility Assistance Program to Provide Relief for Allen Residents Facing Financial Hardship Due to COVID-19, and Authorize the Use of CARES Act Community Development Block Grant (CDBG) Funds for the Emergency Utility Assistance Program.

	12.	Conduct a Public Hearing and Adopt an Ordinance to Amend the Development Regulations of Planned Development PD No. 92 Corridor Commercial "CC" and to Adopt a Zoning Exhibit, Concept Plan, Building Elevations, and Driveway Exhibit for Starcreek Commercial, Block C, Lot 2, Generally Located at the Southeastern Corner of the Intersection of Ridgeview Drive and Watters Road. 	13.	Appoint to Fill Expiring Terms and Vacancies on the Following Boards, Commissions, Committees and Corporations: Animal Shelter Advisory Committee, Board of Adjustment/Building and Standards Commission/Sign Control Board, Central Business District Design Review Committee, Community Development Corporation Board, Convention and Visitors Bureau Advisory Board, Economic Development Corporation Board, Keep Allen Beautiful Board, Library Board, Parks and Recreation Board, Planning and Zoning Commission, and Public Art Committee.


	Other Business.

		Legal, Section 551.071. As authorized by Section 551.071(2) of the Texas Government Code, the Workshop Meeting and/or the Regular Agenda may be Convened into Closed Executive Session for the Purpose of Seeking Confidential Legal Advice from the City Attorney on any Agenda Item Listed Herein. (Closed to Public as Provided in the Texas Government Code.)


	16.	Personnel Pursuant to Section 551.074 of the Texas Government Code — Discuss Appointments to the Board of Adjustment, Building and Standards Commission, Community Development Corporation, Economic Development Corporation, and Planning and Zoning Commission.

	17.	Economic Development Deliberation Pursuant to Section 551.087 of the Texas Government Code — Discussion of Potential Economic Incentives for Properties Along the 121 Corridor.

	18.	Reconvene and Consider Action on Items Resulting from Executive Session.
