	Public Recognition.


	1.	Citizen's Comments.


		[The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]


	Consent Agenda.


		[Routine Council business. Consent Agenda is approved by a single majority vote. Items may be removed for open discussion by a request from a Councilmember or member of staff.]


	2.	Approve Minutes of the February 12, 2019, Regular City Council Meeting.

	3.	Adopt a Resolution Authorizing the City Manager to Apply For, Accept, Reject, Alter, or Terminate a Grant from the State of Texas, Office of the Governor, Criminal Justice Division to Fund an Enhanced Crime Victim Services Program.

	4.	Adopt a Resolution Authorizing the City Manager to Apply For, Accept, Reject, Alter, or Terminate the Third Year of a Three-Year Grant from the State of Texas, Office of the Governor, Criminal Justice Division to Fund a Third Child Abuse Investigator.

	5.	Adopt a Resolution Authorizing the City Manager to Apply For, Accept, Reject, Alter, or Terminate a One-Year Grant from the State of Texas, Office of the Governor, Criminal Justice Division to Fund a Third Criminalist (Crime Scene Investigator).

	6.	Receive the Summary of Property Tax Collections as of January 2019.


	Regular Agenda.


	7.	Adopt an Ordinance Amending the Code of Ordinances, Chapter 3, "Animals and Fowl" Altering Certain Definitions, Allowing for Multi-Year Registration, Mandating Impounded Animals be Micro-Chipped Prior to Release, Clarifying Rules for the Transfer of Custody to Rescue Organizations, and Various Other Clarifying Amendments.

	8.	Adopt a Resolution Amending and Restating Animal Control Fees and Charges.

	9.	Take Action on a Petition Submitted by the Allen Firefighters Association, IAFF Local 3453 Requesting Recognition as the Sole and Exclusive Bargaining Agent for the Covered Firefighters Employed by the Allen Fire Department Located in Allen, Texas.

	10.	Take Action on a Petition Submitted by the Allen Police Association Requesting Recognition as the Sole and Exclusive Bargaining Agent for the Covered Police Officers Employed by the Allen Police Department Located in Allen, Texas.

		Legal, Section 551.071. As authorized by Section 551.071(2) of the Texas Government Code, the Workshop Meeting and/or the Regular Agenda may be Convened into Closed Executive Session for the Purpose of Seeking Confidential Legal Advice from the City Attorney on any Agenda Item Listed Herein. (Closed to Public as Provided in the Texas Government Code.)


	13.	Consultation with City Attorney Pursuant to Section 551.071 of the Texas Government Code — Discussion Regarding the Petitions Submitted by the Allen Police Association and the Allen Firefighters Association, IAFF Local 3453, Requesting Recognition as the Sole and Exclusive Bargaining Agent for the Covered Police Officers and Firefighters Employed by the Allen Police and Fire Departments.

	14.	Reconvene and Consider Action on Items Resulting from Executive Session.
