On March 16, 2021, the Planning and Zoning Commission voted 7 in favor (Commissioners Trahan, Platt, Jr., Metevier, Burkhardt, Shaikh, Smiddy, and Ogrizovich) and 0 opposed to recommend approval of the request.

ACTION PROPOSED:

Conduct a Public Hearing and Adopt an Ordinance to Amend the Development Regulations for a Portion of District F of Planned Development No. 108 Office O and Adopt a Concept Plan and Building Elevations for Lot 7, Block G, Bray Central One; Generally Located at the Southwestern Corner of the Intersection of Exchange Parkway and Raintree Circle. [Medical Office and Convenience Store with Fuel Station]




BACKGROUND

The property is generally located at the southwestern corner of the intersection of W. Exchange Parkway and Raintree Circle.

 

The property to the north across W. Exchange Parkway is zoned Planned Development PD No. 108 Mixed Use; property to the south is zoned Planned Development PD No. 108 Office O; property to the west is zoned Planned Development PD No. 54 Industrial Technology IT; and the property to the east across Raintree Circle is zoned Planned Development PD No. 54 Commercial Corridor CC.

 

The property is currently zoned Planned Development PD No. 108 Office O. The original PD 108 was adopted in October 2011 and included eight districts (District A-H). A Concept Plan, Concept Plan Details, and an Overall Landscape Plan were subsequently adopted in July 2012. The subject property is in District F, which comprises of the remaining parcels of an area that has primarily been developed as a medical office. The development pattern and general land use type in place is intended to extend into these remaining individual parcels.

 

The Concept Plan shows 2.535± acres parcel with two buildings accommodating a medical office and a convenience store with a fuel station. Two access points are proposed from Raintree Circle. One of the access driveways is an existing access shared with property to the south (1125 Raintree Circle) and a new access drive is proposed 221± feet south from the intersection of Raintree and West Exchange Parkway.  

 

The medical office is a single-story building with a gross floor area of 10,456 square feet and 59 parking spaces including 2 accessible spaces. Since the Allen Land Development Code includes Medical Office and Medical Clinic Use as two separate uses, the applicant wants to ensure that Medical Office use is permitted on-site.

 

The convenience store with fuel station is a single-story building with a gross floor area of 4,088 square feet, and includes 19 parking spaces, of which two of these are accessible spaces. The applicant is requesting the convenience store with fuel station to be added as a permitted use at this location. The canopy encroaches approximately 3.1± feet into the required 100 feet front yard setback from W. Exchange Parkway. It is 96.9± feet from the property line. All other buildings meet the setbacks for Office use as per the Allen Land Development Code. 

 

The development regulations include permitted uses, setbacks, and a requirement of 20 feet landscaping along W. Exchange Parkway and Raintree Circle as shown on the Concept Plan.

 

This parcel is currently being used as a stormwater detention facility. The applicant has provided a storm sewer plan including existing and post drainage plans as well as a Storm Trap Maintenance Manual for review by the Director of Engineering.   

 

The request has been reviewed by the Technical Review Committee.

 

On March 16, 2021, the Planning & Zoning Commission voted to recommend approval of the request.
