SUBJECT:

Authorize the City Manager to Execute a Professional Services Agreement with the McCoy Collaborative for the Design of the Heritage Village in the Amount of $190,000.

BOARD / COMMISSION ACTION:

August 17,2020, the Allen Community Development Corporation approved $2,055,058 for remaining restoration and design.

ACTION PROPOSED:

Authorize the City Manager to Execute a Professional Services Agreement with the McCoy Collaborative for the Design of the Heritage Village in the Amount of $190,000. 




BACKGROUND

The Allen Heritage Village was founded in the late 1990's with the move of the St. Mary Baptist Church to what was then the east end of St. Mary Drive.  In the 2002, several structures from around Allen were moved to the Heritage Village and both site improvements and restoration of structures made possible with CDC funding occurred, with two focused renovation projects in 2007 and 2014.

 

In 2019 a Mayor's Heritage Village Steering Committee was formed to guide the planning for one final push to finish remaining restoration and site work at the Heritage Village. Through the efforts of that committee, a scope of remaining task and corresponding estimate of costs for the tasks was developed.  The scope of work includes hiring a preservation architect to design and prepare plans and specification for the restoration of the Farm House, the tool shed, and the tenant house. Also included is a design for the complete replication of the former barn which was demolished several years ago. Site improvements includes additional pedestrian pavement, site furniture, fencing, landscaping and irrigation, signage and additional security measures for primary structures.

 

The final program for the Heritage Village renovation is estimated to cost $2,205,058 (not including $150,000 in funds already available for the construction of a pavilion which was to be completed with the last major renovation project). 


BUDGETARY IMPACT

Funding for this project is identified in the Allen Community Development Corporation budget.
STAFF RECOMMENDATION

Staff recommends that the City Council Authorize the City Manager to Execute a Professional Services Agreement with the McCoy Collaborative for the Design of the Heritage Village in the Amount of $190,000.
