SUBJECT:

Authorize the City Manager to Execute the Purchase of Emergency Medical Service Supplies from Bound Tree Medical, LLC., through an Interlocal Cooperative Agreement with the City of Richardson for an Annual Amount of $165,000.

ACTION PROPOSED:

Authorize the City Manager to Execute the Purchase of Emergency Medical Service Supplies from Bound Tree Medical, LLC., through an Interlocal Cooperative Agreement with the City of Richardson for an Annual Amount of $165,000.




BACKGROUND

Bound Tree Medical, LLC., is a distributor of medical and pharmaceutical supplies.  Bound Tree Medical has successfully worked with the City of Allen for many years and has consistently provided the best value.

 

On October 15, 1998, Allen City Council approved an Interlocal Agreement by and between the City of Allen, Texas and Participants in the Collin County Governmental Purchasers Forum providing for a Cooperative Purchasing Program for Goods and Services.

 

On December 11, 2019, the City of Richardson issued a bid for the purchase of medical and pharmaceutical supplies.  The bid was advertised in The Dallas Morning News on December 11 and 18, 2019.  A total of 2963 electronic solicitations were distributed and fifty-three (53) vendors viewed the bid.  A pre-bid conference was held on January 8, 2020, and eight (8) responsive bids were received. 

 

On February 24, 2020, the City of Richardson awarded a contract to Bound Tree Medical for medical and pharmaceutical supplies. 

 

The initial term of the contract is for one (1) year commencing on February 24, 2020, with options to renew for up to four (4) additional one-year periods, if exercised and mutually agreed upon by both parties. The award of this contract allows the city to purchase medical and pharmaceutical supplies as the requirements and needs of the city arise on an annual basis and during any subsequent renewal period(s). 


BUDGETARY IMPACT

City staff estimates annual expenditures to be approximately $165,000 and funding is provided in the Fire Department Operating Budget.


STAFF RECOMMENDATION

Staff recommends that the City Council Authorize the City Manager to execute the purchase of Emergency Medical Service Supplies from Bound Tree Medical, LLC through an Interlocal Cooperative Agreement with the City of Richardson for an annual amount of $165,000.
