ACTION PROPOSED:

Award Bid and Authorize the City Manager to Execute a Contract with Western Municipal Construction of Texas, LLC, for the Sloan Creek Trunk Sewer Project in the Amount of $1,579,372.




BACKGROUND

The City of Allen, the Town of Fairview, and the North Texas Municipal Water District (NTMWD) have partnered to design and construct the Sloan Creek Lift Station and Gravity Sanitary Sewer Pipeline Project.  The project has been split into phases, with the NTMWD managing the lift station component and the City of Allen managing the gravity pipeline component.

 

Our project will provide increased sanitary sewer capacity for the area by adding a sanitary sewer pipeline across US Highway 75 and into the Town of Fairview.  The proposed sanitary sewer pipeline will consist of approximately 2300 linear feet of 21-inch PVC pipe and 820 linear feet of 24-inch PVC pipe, with an aerial creek crossing, to accommodate future demand as forecast by our land use plan and existing zoning entitlements (i.e. Monarch City). The sanitary sewer is to be installed mostly by convention open trench, and one segment installed by trenchless means to cross under the US 75 highway right-of-way. The project will also include the construction of an access road for the construction of a new lift station by NTMWD. Allen's Shelby lift station, upon the completion of the NTMWD's lift station, will be abandoned which will leave one less lift station for the community to maintain in perpetuity. This multi-agency project is supported by a formal interlocal agreement among all three agencies.

 

On February 2, 2021, seven (7) bids were received and six (6) bids were responsive.  The three (3) lowest and responsive bids are below:

The amount budgeted for the construction of this project was $1.736 Million as shown on page U-02 in the Capital Improvement Program (CIP) 2021-2025 Document.

 

A companion action item on this same agenda is a reimbursement resolution to reimburse these funds with revenue bonds, when they are sold later this fiscal year.  This action allows us to use cash today, to advance the project, but use debt to finance this long-term asset.  In turn, it will free-up the cash to be used on other investments with a shorter lifespan, such as automated meter infrastructure (AMI), which represents a substantial capital investment in the near future.


STAFF RECOMMENDATION

Staff recommends that the City Council award bid and authorize the City Manager to execute a contract with Western Municipal Construction of Texas, LLC., for the Sloan Creek Trunk Sewer Rehabilitation Project in the amount of $1,579,372.
