| | | | | | | | BACKGROUND
The Purchasing Division advertised and received Request for Bids on January 7, 2021, to provide Mowing Rights-of-Way, Median, Greenbelt and Easement Properties. There were ten (10) responsive bids received. All bids submitted have been evaluated based on the following Best Value Criteria: Purchase Price, Reputation of the Bidder, Quality of the Bidder's Service, Extent that the Bidder's Services Meet the City's Needs and Bidders Past Business Relationship with the City.
Jeff Rice dba Lawn Star Landscape met all of the best value criteria and is the City of Allen's current mowing contractor servicing the Parks and Municipal Facilities since January of 2016. They have done an excellent job maintaining these properties. Jeff Rice dba Lawn Star Landscape will provide Monthly and Bi-weekly mowing services as requested in the Scope of work.

The funding for these services is included in the Parks and Recreation Department Operational Budget ($224,800), Community Services Drainage fund ($70,380) and The Allen Economic Development Corporation($5430). The annual cost of the contract is $300,610. The three-year term of the contract shall not exceed $901,830.

Staff recommends that the City Council Award Bid and Authorize the City Manager to Execute a Contract with Jeff Rice dba Lawn Star Landscape with the Option for Two, One-Year renewals for Mowing Rights-of-Way, Median, Greenbelt and Easement Properties in the Amount of $300,610.
