On February 18, 2021, the Purchasing Division received six (6) responses from third party service providers for Allen Event Center Production Services Request for Qualifications 2021-10-3. All qualifications have been evaluated on "Best Value" from the following criteria: Firm Experience, Company Description and Services, and References. City of Allen staff represented the evaluation committee. Our goal is to determine a "short list" of qualified vendors that can provide goods and services across ten (10) Production related categories which include: Lighting, Sound, Audio/Visual, Live Video Production Crew, Staging, Barricade, Backline, Soft Goods, Labor, and Ancillary. Based on review of specific rating criteria, the evaluation committee recommends awarding to five (5) vendors across the following categories:

The amount expended for each event will be determined by the services needed for that particular event, which in turn will determine which vendor is utilized. This action authorizes the purchase of services for a total amount not to exceed $200,000.

The funding for these purchases will be expensed to Allen Event Center and are already accounted for in the operating budget. The dollar amount is based on historical spending for past services in these categories, and dollars are to be encumbered as needed for venue events. Event-related revenues received cover expenses paid on an event-by-event basis.

Staff Recommends that the City Council Award Bid and Authorize the City Manager to Execute the Purchase of Third-Party Audio/Visual Production Services for Allen Event Center with Epicenter Productions, Onstage Systems, Stage Corps, LLC, StageTex Productions, Inc., and Upstage Center, Inc., in the Amount of $200,000.
