ACTION PROPOSED:

Award Bid and Authorize the City Manager to Execute an Annual Contract with Seimens Mobility, Inc., for Maintenance of City-Owned Street Lights in the Amount of $237,000.





BACKGROUND

The City hires a contractor to maintain streetlights the City owns (as opposed to lights owned and maintained by the power companies).  The current streetlight maintenance contract (with Standard Utility Construction, Inc.) has reached the end of its term and requires rebidding. The contract consists of two components: 1) a monthly audit of streetlight operation and routine maintenance for 3,588 streetlights ($82,524); and 2) non-routine maintenance (e.g. knock-down replacement, head replacement, inordinate repair, repainting) as those occur over time.  The contract establishes unit prices for labor and equipment for a variety of repair possibilities. 

 

Bids were requested to establish prices for an initial term of one (1) year with two one-year renewal options. The bid amount represents a 'hypothetical' total amount of expenditure only to establish pricing and compare bids, and is not necessarily indicative of expected annual expense.  Three responses were received on October 22, 2020:

BUDGETARY IMPACT

While the cost of the routine maintenance and audit component of the contract is fixed ($23.00 per streetlight per year), the non-routine maintenance component is unknown at this time because it is difficult to predict how many non-routine incidents will occur.  The contract is established to pay for monthly routine maintenance and non-routine/emergency repairs on an as-needed basis.  The funds for this service have already been included and accounted-for in the Approved 2020/2021 Annual Budget for the Engineering Department.


STAFF RECOMMENDATION

Staff recommends that City Council award bid and authorize the City Manager to execute an Annual Contract with Seimens Mobility, Inc., for Maintenance of City-owned streetlights for an annual amount of $237,000.
