ACTION PROPOSED:Authorize the City Manager to Execute a Professional Services Agreement with Teague Nall and Perkins, Inc., for the Design of a 24-inch Potable Water Line from Allen Commerce Drive to Ridgeview Drive in the Amount of $284,900.



BACKGROUND

In preparation for eventual development of the 'Monarch City' Property, located at the SH121 and US75 interchange, it is important to plan and establish reliable water supply to the property for ultimate conditions and density.  The proposed high-density, mixed-use design has led to a revisit of the City master plan and water model.  Upon examination, a large-diameter waterline (24-inch) is needed to meet the demands that would derive from the Monarch City Project.

 

Even though the Monarch City Project is not imminent, city staff engaged Teague Nall and Perkins, Inc. (TNP) to complete a route study to determine the most efficient path from our current water system termination to the undeveloped acreage.  It was concluded that the route along Allen Commerce Drive and Chelsea Boulevard would be the best path for a new waterline. It is now time to develop detailed engineering and construction plans for the 24-inch waterline, so that we can reserve a corridor along the preferred alignment and be ready to construct when development needs dictate.  The construction estimate for the project is $3,700,000.

 

Design of the project now will continue to demonstrate preparedness for development when the time arises, as well as ensure other development in the area will not preclude the 24-inch alignment from being implemented.

 

In October 2018, Purchasing issued a Request for Qualifications for Engineering Professional Services for Capital Improvements and other various public improvement construction projects.  Five qualified firms have been selected to provide Civil engineering services to design, prepare plans and bidding documents for water lines, wastewater lines, plant systems and repairs to existing water storage facilities.  Teague Nall and Perkins has been qualified through this procurement process to have the experience, capability and the track record to provide the requested professional services.


BUDGETARY IMPACT

The engineering design contract amount of $284,900 will utilize water impact fees that have been collected to-date and programmed in the adopted Capital Improvement Plan. 
STAFF RECOMMENDATION

Staff recommends the City Council Authorize the City Manager to Execute a Professional Services Agreement with Teague Nall and Perkins, Inc., for the design of a 24-inch Potable Water Line from Allen Commerce Drive to Ridgeview Drive in the Amount of $284,900.
