| | | | | | | | BACKGROUND
In 2019, $1,500,000 in bonds (2016 Series) were issued to begin a feasibility study and design of the Stephen G. Terrell Recreation Center and Community Park property. The design is underway by consultant Barker Rinker Seacat Architecture.
In 2020, $14,500,000 in bonds (2016 Series) were issued and $35,000,000 in Allen Community Development Corporation funds were authorized by the CDC Board to design and construct the Stephen G. Terrell Recreation Center and infrastructure. A partnership with the Allen Sports Association was also established, by which $3,000,000 in funds will be paid to the City of Allen for the purpose of court construction.
This item authorizes the Director of Parks and Recreation to apply for a grant through the Texas Parks and Wildlife Outdoor Recreation Grant Program that (if awarded) could reimburse expenses up to a maximum possible award of $750,000 for the construction of trails, native plantings, parking lot bioswales, outdoor gathering spaces, and other site amenities. Some of the land that is part of the location of the future Stephen G. Terrell Recreation Center and Community Park will be dedicated as permanent open space and will be used as the City's required match for this grant.

| | | | | | | | BUDGETARY IMPACT
Texas Parks and Wildlife's Outdoor Recreation grant program will reimburse up to 50% of projects that are selected, up to a maximum of $750,000. Since the program funds are reimbursable, the City will be required to first expend the construction costs and request reimbursement of funds granted. Land held in trust by the Texas Parks and Recreation Foundation will be dedicated to the City of Allen as the City's required match; and therefore, no matching funds will be required.
Nine (9) acres of mature forest land will be dedicated as permanent open space.
Funds requested will be used toward construction of trails, native plantings, parking lot bioswales, formal public gathering spaces, and other outdoor site amenities.
