The systematic repair and replacement of aging, cracked, and failing pavement is part of our ongoing maintenance program. This project is for rehabilitation of the asphalt streets on Austin Drive (Boyd Drive to Belmont Drive), Boyd Drive (Allen Drive to US75 Frontage Road), Anna Drive (Main Street to Coats Drive), Ash Drive (from Boyd to St. Mary), Young Drive (from McDermott to the end), and Bonham Drive (Main to Coats) located in the Central Business District (CBD).

On October 27, 2014, the City Manager executed an Interlocal Agreement with the City of Grand Prairie allowing the City of Allen to utilize contracted pricing as bid and awarded by Grand Prairie.  In July 2016, Grand Prairie issued Bid #16112 for Pavement Resurfacing Services.  On August 6, 2016, the bid was awarded, and a contract was executed with Reynolds Asphalt & Construction Co., for one year with the option to renew for four additional one year periods.  This agreement allows the City of Allen to utilize Reynolds Asphalt and Construction Company as a contractor to make street repairs through August 31, 2021.  On March 13, 2020, a proposal was received for this project from Reynolds Asphalt and Construction Company to provide the services.

This expense will be funded by non-bond capital funds.

Staff recommends authorizing the City Manager to Purchase Construction Services with Reynolds Asphalt and Construction Company through an Interlocal Agreement with the City of Grand Prairie, for the Central Business District (CBD) Street Rehabilitation Project in the amount of $286,227.
