In September of 2018, glass doors were installed between the City Hall main rotunda and the elevator lobby. These new doors provide staff and visitors access to all floors, without restriction. This door was installed with a locking feature to increase security in the facility. This was the first phase of the City Hall security enhancements. The second phase of security enhancement has been the retrofit of internal doorways, creating restricted access to staff working areas and offices. This second phase is now underway and will be completed by the end of November 2020.
The last phase of the security enhancement project is to provide meaningful and intentional guest access for those entering the City Hall building. A new reception desk will have staff present to answer questions, direct visitors unfamiliar with the campus (i.e. Municipal Court or Police visitors that often start at City Hall) and regulate visitor access to restricted areas and office space. To effectively implement this last phase of access control, the reception desk must be reconstructed in a more suitable location within the rotunda of City Hall.
In its present location, the existing reception station has always been hidden from view when entering the building from the main doors. Generally speaking, most visitors enter the main entry sliding doors to the right, and the existing reception desk is not the first thing you see when entering the building. Also, the existing location does not have a line of sight to the elevator lobby to unlock the new glass doors for guests if needed.
The scope of this contract will reconstruct the reception station by renovating an existing vestibule. Not only will a customer-facing desk be constructed, but the interior vestibule space will be remodeled with two (2) workspace areas, furniture, window treatment, HVAC duct modifications, and a new doorway to access the space from the utility billing lobby. This will place a receptionist within eyesight of the main doors, allowing better service to our residents and guests. City Hall package delivery will be improved as the new reception desk can also act as a package receiving station. Additionally, safety will be enhanced as the elevator lobby doors will be within view of the reception desk and the receptionist will be able to remotely unlock for known visitors and expected guests.
A Request for Bid (RFB) process was used in acquiring pricing for this project, a total of five bids were received of which three (3) were considered responsive bids. The bids are listed below:
