The Purchasing Division advertised and received Request for Bids on July 9, 2020 to provide enhanced landscaping services for medians and municipal properties.  The contractor will provide general labor for landscape services, mowing services, playground engineered wood fiber replenishment and special event related activities on an as needed basis. Special services may include forestry work. landscape, mowing services leaf removal, litter/debris removal, flood/storm debris removal, storm recovery and special event preparation/setup/operation/takedown/cleanup, construction cleanup, site under brushing and debris removal. 

There were three (3) responsive bids received. All bids submitted have been evaluated based on the following best value criteria: purchase price, reputation of the bidder, quality of the bidders service, extent that the bidders services meet the City's needs and bidders past business relationship with the City.

Jeff Rice, dba Lawn Star Landscape met all of the best value criteria and is the City of Allen's current interim contractor servicing the landscape beds in the City of Allen. They have done an excellent job maintaining these beds.  Lawn Star Landscape is quick to respond to any requests and they are pro-active in their work, thereby allowing City crews to better focus on their jobs. 

The funding for these services is included in the Parks and Recreation Department General Fund Budget. The annual cost of the contract is $199,568. The three-year term of the contract shall not exceed $598,706.

Staff recommends that the City Council award bid and authorize the City Manager to execute a contract for enhanced landscape services with Jeff Rice, dba Lawn Star Landscape, in the amount of $199,568 with the option for two, one-year renewals.
