Repair and replacement of existing water and sanitary sewer lines are ongoing efforts of systematic maintenance and operation of utility infrastructure. In the Windridge Estates neighborhood, the existing water and sanitary sewer pipes are of substandard type and condition (i.e. clay tile, asbestos cement, cracked or broken). As a result, and due to the age of the neighborhood, these pipes are in need of replacement. Phase I of the project involves the replacement of water and sewer pipe for the half of the neighborhood, along streets named Jupiter Road, Hawthorne Drive, Hightrail Drive, Northridge Drive, Cumberland Drive, Oldbridge Drive, and Bell Drive.  The existing streets vary between concrete pavement and asphalt pavement. Most of the pavement for Phase I is in good condition and pavement will be restored using trench repairs.  At the end of the project, a micro surface will be applied to all affected asphalt streets to provide a uniform look and finish to the pavement surface. As an exception, the existing pavement on much of Oldbridge  Drive is in poor condition and will be replaced with this project.
