The Collin County voters approved the sale of general obligation bonds for Collin County transportation projects in 2007.  The authorization was divided among the Collin County communities in accordance with candidate projects at the time.  The US 75 and Ridgeview Drive Interchange Project was one such project, for which Allen was allocated $750,000 in Collin County GO Bonds.  That funding has not been utilized, uncertain what the local community (Allen) would be expected to pay. The Texas Department of Transportation requires the local communities to pay 10% of land acquisition and utility relocation costs for any on-system project in any given community.  In this case, the local cost is expected to be approximately $144,000 (see companion item on this same agenda for an agreement with TxDOT).

This proposed Interlocal Agreement (ILA) makes it possible to use the Collin County Bond Funds to not only pay TxDOT for this local share, but also transfer the balance toward defraying the costs associated with building four-lanes of Ridgeview Drive, between US 75 and Chelsea Boulevard.Once executed by the City of Allen, this agreement would need to be approved by the Collin County Commissioners Court. This agreement has been reviewed by and received favorable recommendation by Collin County staff.

This action has no budgetary impact, since the proposed agreement utilizes Collin County Bond Funds that have been allocated to the City of Allen and are outside of the immediate control of the City of Allen.

Staff recommends that the City Council authorize the City Manager to execute an Interlocal Agreement with Collin County regarding the redistribution of Collin County Bond Funds for the Ridgeview Drive and US75 Interchange Project and the Ridgeview Drive, Chelsea Boulevard to US75, Construction Project.
