The Texas Department of Transportation (TxDOT) has been working on design drawings for the reconstruction of the Ridgeview Drive and US 75 Interchange.  That project is expected to go to bid by the end of 2022 and be complete in 2024.  Design drawings have matured to the point that the land acquisition process has now commenced.  TxDOT has historically assessed the local community for 10% of the land acquisition costs and utility relocation expenses within the corporate limits of the community.  In the case of Allen, TxDOT has determined our 10% responsibility equates to $144,483.

This agreement constitutes the terms TxDOT has set forth for the City pay their costs, and thereby allow the project to proceed.  Separate from this agreement, the City of Allen is proposing that Collin County Bonds be utilized for this expense (see companion agreement on this same agenda).

There is no budgetary impact associated with this action, as the source of funds for this expense will ultimately be Collin County Bond Funds.

Staff recommends that the City Council adopt a Resolution approving terms and conditions with The State of Texas acting by and through The Texas Department of Transportation for the funding of right-of-way acquisition to reconstruct the Ridgeview Drive and US75 Interchange.
