Allen Event Center uses third party labor personnel who are properly trained to operate and maintain equipment related to ice activities in the main arena and Allen Community Ice Rink.  Position examples include Zamboni drivers and rink attendants for ice maintenance purposes before, during, and after events and activities. 

On June 18, 2020, the Purchasing Division received two (2) responses for Allen Event Center Temporary Personnel for Ice Tech Services.  Request for Proposal, 2020-3-85. All proposals submitted have been evaluated based on "Best Value" from the following criteria:  Bidder Qualifications and Experiences, References, Price, and Company Overview which could include current contracts, if they already are currently working with the City of Allen and any history of their level and quality of service. 

City of Allen staff represented the evaluation committee.  Our goal is to determine the vendor that can provide the best combination of experience, capability, quality and services.  Based on review of specific rating criteria, the evaluation committee recommends award to Innovative Solution Advisors, LLC., dba Stadium People. Although a new vendor with the City of Allen, Stadium People is a Certified Woman-Owned Business headquartered in Dallas, Texas with over 25 years of staffing experience.  The company is well positioned to offer the City the best value and experience in the DFW area with over 5,000 seasonal and temporary staffing, serving event venue clients.  Stadium People is the recommended best value vendor with the highest score. 

The funding for these purchases will be expended to Allen Event Center and only encumbered as required by revenue-generating ice-related events and activities in both the Event Center's main arena and Allen Community Ice Rink. There is no minimum expenditure required so if no events are held, no expenditures are made.  Event Center management will apply these funds in the most efficient manner in planning for events so as to curtail spending when feasible.

Staff recommends that the City Council award bid and authorize the City Manager to execute an annual contract for the purchase of temporary personnel for ice tech services for Allen Event Center with Innovative Solution Advisors, LLC., dba Stadium People, in the amount of $174,777 with options for two one-year renewals.
