Award Bid and Authorize the City Manager to Execute an Annual Contract for the Purchase of Temporary Personnel for Building Operations and Conversion for Allen Event Center with FW Services Inc., dba Pacesetter Personnel Services, in the Amount of $309,851 with Options for Two One-Year Renewals.

ACTION PROPOSED:

Award Bid and Authorize the City Manager to Execute an Annual Contract for the Purchase of Temporary Personnel for Building Operations and Conversion for Allen Event Center with FW Services Inc., dba Pacesetter Personnel Services, in the Amount of $309,851 with Options for Two One-Year Renewals.




BACKGROUND

Allen Event Center uses third party general labor personnel to reconfigure the event center between events (i.e. hockey to soccer).  Personnel work both overnight and daytime hours as required by the event schedule to complete conversions.  

 

On June 4, 2020, the Purchasing Division received four (4) responses for Allen Event Center Temporary Personnel for Building Operations and Conversion Request for Proposal, 2020-5-96. All proposals submitted have been evaluated based on "Best Value" from the following criteria:  Proposer Qualifications and Experiences, Staffing Structure and Plan, References, and Price. City of Allen staff represented the evaluation committee.  Our goal is to determine the vendor that can provide the best combination of experience, capability, quality and services.  Based on review of specific rating criteria, the evaluation committee recommends Primary award to FW Services Inc., dba Pacesetter Personnel Services.  As the current vendor, Pacesetter has been providing service to the City of Allen Golf Course since June 2004.


BUDGETARY IMPACT

The funding for these purchases will be expended to Allen Event Center and only encumbered when scheduled events require specific configurations which change from event to event.  There is no minimum expenditure required so if no events are held, no expenditures are made.  Event Center management will apply these funds in the most efficient manner in planning for events so as to curtail spending when feasible.


STAFF RECOMMENDATION

Staff recommends that the City Council award bid and authorize the City Manager to execute an annual contract for the purchase of temporary personnel for building operations and conversion for Allen Event Center with FW Services Inc., dba Pacesetter Personnel Services, in the amount of $309,851 with options for two one-year renewals.

I make a motion to authorize the City Manager to execute an annual contract for the purchase of temporary personnel for building operations and conversion for Allen Event Center with FW Services Inc., dba Pacesetter Personnel Services, in the amount of $309,851 with options of two one-year renewals.
