Allen Event Center uses third party personnel to fill event specific staffing needs. This allows the flexibility to staff a variety of event types base on demand and skills needs. With a changing event schedule and specific event needs this approach allows the Event Center the ability better manage its labor needs. Position examples include Guest Service Attendants, Ticket Takers, Certified Security, Parking Attendants, and Command Center and Reception Support.

On May 7, 2020, the Purchasing Division received four (4) responses for Allen Event Center Temporary Personnel for Guest Services and Security.  Request for Proposal, 2020-1-54. All proposals submitted have been evaluated based on "Best Value" from the following criteria:  Bidder Qualifications and Experiences, References, Price and Company Overview which could include current contracts, if they already are currently working with the City of Allen and any history of their level and quality of service.

City of Allen staff represented the evaluation committee.  The goal is to determine the vendor that can provide the best combination of experience, capability, quality and services.  Based on review of specific rating criteria, the evaluation committee recommends Primary award to Innovative Solution Advisors, LLC., dba Stadium People; and Secondary award to D&L Entertainment Services.  Although a new vendor with the City of Allen, Stadium People is a Certified Woman-Owned Business headquartered in Dallas, Texas with over 25 years of staffing experience and is well positioned to offer the City the best value and experience in the DFW area.  Stadium People is the recommended best value vendor with the highest score.  D&L Services is the current service provider and is recommended as the secondary vendor, if needed.

The funding for the purchases will be expended to Allen Event Center and only encumbered when revenue-generating events take place.  There is no minimum expenditure required so if no events are held, no expenditures are made.  Event Center management will apply these funds in the most efficient manner in planning for events so as to curtail spending when feasible.

Staff recommends that the City Council award bid and authorize the City Manager to execute an annual contract for the purchase of temporary personnel for Guest Services and Security for Allen Event Center with Innovative Solution Advisors, LLC., dba Stadium People, as the primary vendor in the amount of $400,947 with options for two one-year renewals and D&L Entertainment Services, as the secondary vendor.
