BOARD / COMMISSION ACTION:

In 2019, the Community Development Corporation approved a project that included the purchase and installation of strength-focused fitness equipment at Don Rodenbaugh Natatorium and Joe Farmer Recreation Center. 

ACTION PROPOSED:

Award Bid and Authorize the City Manager to Purchase Fitness Equipment from Team Marathon Fitness, Inc., for Don Rodenbaugh Natatorium and Joe Farmer Recreation Center in the Amount of $182,609.




BACKGROUND

In 2019, the Community Development Corporation approved a project that included the purchase and installation of strength-focused fitness equipment at Don Rodenbaugh Natatorium and Joe Farmer Recreation Center. The strength-focused fitness equipment replaces aging equipment that is currently in place. Replacement is essential in order to provide a high level of service and safety to Allen residents and users of the facilities.

 

Previously, the last full-scale replacement of strength-focused fitness equipment was over 10 years ago. Scheduled preventative maintenance has been performed during this time,  but replacing fitness equipment at regular intervals is essential in order to provide a high level of service and safety to Allen residents and users of the facilities. More recently the cardiovascular equipment at all facilities was updated in 2015.  After this update, the cost of repair and replacement for this portion of the equipment dropped drastically.  Now it is time for strength-focused fitness equipment to be replaced to continue offering fitness equipment which is of a high standard. There are over 45 machines and systems being replaced, primarily consisting of selectorized and plate loaded strength machines, cable machines and free weights.  The Community Development Corporation originally approved an amount of $240,000, but staff was able to reduce the cost by 24% through the bid process, eliminating less utilized pieces, and a trade-in credit from Marathon Fitness. 

 

In the future, the Parks and Recreation Department has planned smaller, targeted equipment replacement instead of full-scale replacement, as in this case.  Since cardiovascular machines only have a life-cycle of five years, in FY21 a smaller portion of mostly cardiovascular fitness equipment will be replaced and has been requested through the Community Development Corporation. That equipment will target the highest use and most worn equipment.

 

On May 7, 2020, the Purchasing Division received seven (7) responsive bids.  Team Marathon Fitness, Inc., included with their response all requested equipment needed at both facilities, a competitive trade-in, and the best overall value for the City of Allen.

 

Team Marathon Fitness, Inc., will provide services including all equipment, installation, training, preventative maintenance for one year, and warranty.

Community Development Corporation Fund Approved FY 2020 Funds - $182,609


STAFF RECOMMENDATION

Staff recommends that the City Council award bid and authorize the City Manager to purchase fitness equipment from Team Marathon Fitness, Inc., for Don Rodenbaugh Natatorium and Joe Farmer Recreation Center in the amount of $182,609.
