On June 19, 2020, the Planning and Zoning Commission voted 7 in favor (Commissioners Trahan, Platt, Orr, Autrey, Metevier, Ogrizovich, and Shaikh) and 0 opposed to recommend approval of the request.

ACTION PROPOSED:

Conduct a Public Hearing and Adopt an Ordinance to Amend the Development Regulations of Planned Development PD No. 3 Light Industrial "LI" and to Adopt a Zoning Exhibit, Concept Plan, Building Elevations, and Sign Schedule for Approximately 2.563± Acres of Land in the William Perrin Survey, Abstract No. 708, Generally Located at the Southwestern Corner of the Intersection of Prestige Circle and Greenville Avenue. BACKGROUND

The property is located at the southwestern corner of the intersection of Prestige Circle and Greenville Avenue. The properties to the north (across Prestige Circle), west, and south are zoned Planned Development PD No. 3 Light Industrial LI. The property to the east (across Greenville Avenue) is zoned Planned Development PD No. 46 Community Facilities CF.

 

The property is approximately 2.56± acres. The Concept Plan shows five single-story buildings with each building being approximately 4,900± square feet. The property is currently zoned Planned Development PD No. 3 Light Industrial LI. The original Planned Development for the subject property was approved in October 1981 and designated the property for light industrial uses. The applicant is requesting to amend these regulations to modify the setbacks, landscape buffer, and signage regulations for a single-story office development.

 

The first modification the applicant is requesting is a reduction in the front, side, and rear setbacks to accommodate the buildings on-site. The front yard setback along Greenville Avenue is reduced from 100 feet to 50 feet. The rear yard setback, along the western property line, is reduced from 50 feet to 25 feet. Finally, the side yard setback along the southern property line is reduced from 25 feet to 10 feet. These reductions are consistent with recent modifications in adjacent developments to the south.

 

The second modification the applicant is requesting is a reduction in the landscape buffer along Greenville Avenue. The original Planned Development No. 3 required a 100-foot-wide landscape buffer, and this requirement was reduced to 25 feet in 2008. The applicant is requesting to provide a 20-foot-wide landscape buffer. This request is consistent with current Allen Land Development Code regulations and surrounding properties.

 

The third modification the applicant is requesting is a signage deviation. In addition to the details of the façade, the building elevations show the proposed signage deviation for nameplates. In the Light Industrial district, wall signage is restricted to one sign per façade. As the buildings are proposed to have multiple tenants, the applicant wanted each tenant to be able to identify their location. Instead of proposing multiple wall signs, the applicant is proposing to increase the copy and structure area of a name plate by the door of each suite. While name plates are currently allowed, the copy and structure area are restricted to one square foot. The applicant is requesting to increase these requirements to three square feet.

 

There are three points of access into the site--one on Prestige Circle and two through internal access easements.

 

The building elevations show an approximately 18-foot tall building with stone and stucco as primary building materials. While building materials cannot be regulated by the proposed ordinance, these materials are shown for illustrative purposes. This set of elevations is expected to be used for all five buildings on site.

 

The development regulations include setbacks, the landscape buffer width requirement, and a sign schedule.

 

The request has been reviewed by the Technical Review Committee.

 

On June 16, 2020, the Planning and Zoning Commission recommended approval of this request.
