| | | | | | | | BACKGROUND
The Engineering Department routinely performs traffic signal warrant analyses at various locations throughout the city, based on a variety of influences. Changing traffic patterns, continuous evolution of our growing roadway network, ongoing development throughout the community, and public input are some driving factors that guide our actions and attention. The Watters & Ridgeview and Bethany & Bel Air intersections have now met criteria for traffic signal installation. As a result, the two locations became a priority for design and construction this fiscal year. The Engineering department prioritizes projects based on a variety of factors, starting with legitimacy established by traffic engineering standards published in the Texas Manual of Uniform Traffic Control Devices. In an effort to expedite delivery (and save money), the Engineering Department has ordered the traffic poles and much of the traffic signal equipment directly from the manufacturer, in preparation for this bid.

Funding for this expense utilizes Roadway
Impact Fees (Roadway Zone 1 and 2), which are fees paid by the development community
with each building permit, and reserved for specific expenditures, such as
this, outlined in the Capital Improvement Plan.
On May 21, 2020, three (3) bids
were received for construction of the two traffic signals, which are summarized
