PREVIOUS COUNCIL ACTION:

Council adopted Resolution 3731-2-20(R) ordering the General Election for May 2, 2020.

Council adopted Resolution 3739-3-20(R) postponing the General Election to November 3, 2020.

ACTION PROPOSED:
Adopt a Resolution Amending Resolution No. 3731-2-20(R) Ordering a Joint General Election to be Held on November 3, 2020, and Authorizing the City Manager to Enter into a Joint General Election Services Contract with the Elections Administrator of Collin County.



BACKGROUND

In accordance with Texas Election Law, the Allen City Council is responsible for ordering the General Election for the purpose of electing the Mayor and Councilmember for Place No. 2.  Due to the Covid-19 public health emergency, the following actions have taken place impacting the conduct of the General Election for the City of Allen:
 
  • February 11, the Allen City Council ordered the May General Election. 
  • March 18, the Governor issued a proclamation allowing entities to postpone their elections to November 3 in response to the public health emergency. 
  • March 24, Council voted to postpone the election to November 3. 
 
The amended order of the Joint General Election is shown in the form of the attached Resolution. The Resolution also authorizes the City Manager or City Secretary to enter into a contract with the Elections Administrator of Collin County to provide joint election services for the November 3, 2020, General Election.  A copy of the Election Calendar is also provided as a point of reference.

 

Please note that the proposed Resolution includes a change in the City's early voting location and election day vote center.  Due to the requirements for social distancing, the Municipal Court building will not be used and will be closed to voting for the November 3 election.  The City will utilize the Allen Event Center for both early voting and election day voting.  The City Secretary is working with the Public and Media Relations Office, Allen Event Center staff, and the Elections Administrator to publicize this change so Allen and other Collin County voters are aware of this change in voting locations.


BUDGETARY IMPACT

The Collin County Elections Administrator has estimated the City of Allen's portion of the joint election for November 3 to be $44,243. This is a savings of $1,290 from the estimated costs for the May General Election. 

STAFF RECOMMENDATION

Staff recommends that City Council adopt a Resolution amending Resolution No. 3731-2-20(R) ordering a Joint General Election to be held on November 3, 2020, and authorize the City Manager to enter into a contract with the Elections Administrator of Collin County to provide joint election services.

I make a motion to adopt Resolution No. __________ amending Resolution No. 3731-2-20(R) ordering a Joint General Election to be held on November 3, 2020, and authorizing the City Manager to enter into a Joint General Election Services Contract with the Elections Administrator of Collin County.
