The federal Coronavirus Aid, Relief, and Economic Security Act ("CARES Act") established the Coronavirus Relief Fund to be used to make payments to States and certain local governments for Covid relief efforts. Collin County was a direct recipient of funding through this program. The Collin County Commissioners Court has indicated their intention to allocate a portion of their funding for housing assistance to residents of Collin County.
To facilitate timely disbursement of these funds, the County is partnering with the four CDBG entitlement cities (Allen, Frisco, Plano, McKinney) to administer housing assistance. Each city will be responsible for establishing partnerships with public service agencies and administrative oversight.
Each city has agreed to facilitate disbursement for specific zip codes in the county. The amount of funding is based on the population of the zip codes. The City of Allen will be responsible for facilitating housing assistance in five zip codes, which will be determined and outlined in the final Interlocal Agreement, along with additional criteria for eligibility. The CARES Act requires that these funds be spent prior to December 30, 2020.
Collin County has indicated that the County Commissioners will make a total final determination of CARES ACT funding available for this Housing Assistance Program at the Commissioners Court meeting scheduled for Monday, May 11 at 1:30 p.m. at which time a final details of the proposed Interlocal Agreement can be determined.
