SUBJECT:Adopt a Resolution Authorizing the City Manager to Apply for, Accept, Reject, Alter or Terminate a Grant Through the North Central Texas Council of Governments' 2020 Transportation Alternatives Call for Projects for Construction of the Rowlett Creek Trail Segments.

PREVIOUS COUNCIL ACTION:On November 12, 2019, the City Council approved the City of Allen Trails and Bikeways Master Plan which includes Rowlett Trail.
ACTION PROPOSED:Adopt a Resolution Authorizing the City Manager to Apply for, Accept, Reject, Alter or Terminate a Grant Through the North Central Texas Council of Governments' 2020 Transportation Alternatives Call for Projects for Construction of the Rowlett Creek Trail Segments.



BACKGROUND

Approximately $20 million in federal funding is anticipated to be available for fiscal years 2021, 2022, and 2023. The Regional Transportation Council (RTC) and NCTCOG serve as the Metropolitan Planning Organization for the Dallas-Fort Worth area and are responsible for selecting projects for the 12-county region through a competitive process in consultation with the Texas Department of Transportation (TxDOT). The NCTCOG metropolitan planning area includes portions of the Fort Worth, Dallas, and Paris TxDOT Districts.

 

Bicycle and pedestrian infrastructure project sponsors are strongly encouraged to submit projects that: help to complete the Mobility 2045 Regional Veloweb trail network, connect to transit or major destinations, and/or improve the safety, access, and connectivity of the active transportation network.  Allen's Rowlett Trail meets these requirements.


BUDGETARY IMPACT

The Transportation Alternatives Program provides up to 80% of project eligible costs, up to $5,000,000, on a cost reimbursement basis. Project sponsors must provide a minimum of 20% of project costs as well as fund any cost overruns. Therefore, if selected for funding, adequate cash flow is needed to accommodate the payment of 100 percent of the project costs. Applicants will be reimbursed with the Federal portion as or after the work has been accomplished.  Trail funds are currently available through the annual allocation through the Allen Community Development Corporation.  


STAFF RECOMMENDATION

Staff recommends that the City Council adopt a Resolution authorizing the City Manager to apply for, accept, reject, alter, or terminate a grant through the North Central Texas Council of Governments' 2020 Transportation Alternatives program for the Construction of the Rowlett Creek Trail Segments.

I make a motion to adopt Resolution No. _______________ authorizing the City Manager to apply for, accept, reject, alter, or terminate a grant through the North Central Texas Council of Governments' 2020 Transportation Alternatives Program for construction of Rowlett Creek Trail Segments.
