ACTION PROPOSED:

Authorize the City Manager to Amend the Contract with SAFEBuilt Texas, LLC., as the Primary Vendor (and Bureau Veritas North America, LLC., as the Secondary Vendor) for Building Inspection Services by Increasing the Contract to an Annual Amount of $263,885 for Fiscal Year 2019-2020, with the Option for Two, One Year Renewals of $210,000 for Fiscal Years 2020-2021 and 2021-2022.




BACKGROUND

In May 2019, the Purchasing Division issued a Request for Proposal  (2019-4-44) for Building Service Inspections.   A team of City employees evaluated these proposals and recommended award to a primary and secondary vendor.  On June 11, 2019, Council awarded a contract to SAFEBuilt Texas, LLC., for Building Services as the Primary Vendor and to Bureau Veritas North America, LLC., as an Alternate vendor for an annual amount of $150,000.  

 

The Building Inspections Division has maintained a steady level of construction activity since the inception of this original agreement in June 2019. Additionally, sustained vacancies in the Building Inspections Division have warranted the continued use of third-party inspection services. These two factors have contributed to an increased reliance on third-party inspection services.

 

This amendment will accomplish two tasks. First, the attached amendment will allow for an increase of $60,000 in the annual contract amount for a total $210,000 allocated to both vendors. This will address the aforementioned increase in reliance on third-party inspection services. Second, the amendment will also set the contract terms to coincide with the fiscal year starting October 1, 2020. In order to accomplish the second task of this amendment, the contract will need to reflect the portion of expenses realized in Fiscal Year 2018-19 (from June 11, 2019 through September 30, 2019), which were $53,885. Although this amount was part of the prior budget year, the contract terms were such that they spanned multiple fiscal years. This portion of the amendment is enumerated in Section 1.B of the attached contracts, where it is explained that a total of $263,885 ($210,000 + $53,885) is allocated for the Initial Term. After the Initial Term, each Renewal Term will be for only $210,000 and the contract terms will be in alignment with the fiscal year calendar.  


BUDGETARY IMPACT

The funding for these services is included in the Community Development Department's Operational Budget.


STAFF RECOMMENDATION

Staff recommends that the City Council award bid and authorize the City Manager to execute annual contracts with SAFEbuilt Texas, LLC., and Bureau Veritas North America, LLC., for building inspection services in the annual amount of $210,000 with the option for two, one-Year renewals.

I make a motion to award bid and authorize the Acting City Manager to execute annual contracts with SAFEbuilt Texas, LLC., and Bureau Veritas North America, LLC., for building inspection services in the annual amount of $210,000 with the option for two, one-year renewals.
