Authorize the City Manager to Approve the Purchase of Various Traffic Signal Equipment Items from Consolidated Traffic Controls, Inc., Through the Houston-Galveston Area Council (HGACBuy) Cooperative Purchasing System in the Amount of $161,767.




BACKGROUND

The City of Allen will be constructing new traffic signals at the intersections of Bethany Drive at Bel-Air Drive and Ridgeview Drive at Watters Road. To benefit from economy-of-scale, both intersections will be bid and constructed together. To prevent construction delays and save on contractor markup, staff will be purchasing equipment such as signal poles, controllers, and pedestrian buttons ourselves.  The traffic signal poles take approximately 12-20 weeks to deliver because only two manufacturers exist in this region, and there is a high demand in the industry.  Staff has standardized a specific type of preemption device (ie. emergency vehicle detection) and pedestrian push button assembly, which we are deploying throughout the city, included in this purchase.

 

The McDermott at Twin Creek intersection traffic signal will be upgraded to improve the efficiency of the signal operation. This project includes upgrading to ADA compliant pedestrian push buttons, flashing yellow arrow and additional traffic signal heads. These equipment items are also included in this purchase amount.

 

The purchase of this equipment is proposed to be made through the Houston-Galveston Area Council (HGACBuy) Cooperative Purchasing System (Contract # PE-05-19).

Staff recommends that the City Council authorize the City Manager to approve the purchase of various traffic signal equipment items from Consolidated Traffic Controls, Inc., through the Houston-Galveston Area Council (HGACBuy) Cooperative Purchasing System in the amount of $161,767.
