SUBJECT:

Award Bid and Authorize the City Manager to Purchase Fire Engine and Ambulance Repair Services from North Texas Fleet Services as the Primary Vendor and Industrial Power, LLC, as the Secondary Vendor for an Annual Amount Not to Exceed $120,000.

PREVIOUS COUNCIL ACTION:

City Council has previously approved Item 2015-12-94, in January of 2015, for repair services with North Texas Fleet Services for non-warranty repair and maintenance of Fire Apparatus and Ambulances.  

ACTION PROPOSED:

Award Bid and Authorize the City Manager to Purchase Fire Engine and Ambulance Repair Services from North Texas Fleet Services as the Primary Vendor and Industrial Power, LLC, as the Secondary Vendor for an Annual Amount Not to Exceed $120,000.




BACKGROUND

The City of Allen Fire Department fleet consists of twenty (20) total vehicles. These agreements are for services and repairs specific to fire engines and ambulances owned by the City of Allen.  Awarded vendors shall provide labor for repairs only after authorized and approved by City Staff, and repair technicians who are required to have sufficient experience and certifications in the maintenance and repair of gasoline and diesel vehicles as well as Onan generators. 

 

Maintenance and repair services are to include, but not be limited to, the following services:

  • Electrical and electronic troubleshooting techniques and repair procedures.
  • Diagnosing, analyzing, overhauling and repairing engines.
  • Repairing automatic transmissions.
  • Repairing ignition, exhaust, emission control, cooling, heating/air conditioning, air intake and fuel systems.
  • Brake services, including repair of anti-lock brake systems (ABS).
  • Repair of components inside the cab/chassis of the vehicle.
  • Repair of steering system components, such as the drive shaft, U-joints and rear differentials.
  • Interpreting diagrams, blueprints and technical data.

BUDGETARY IMPACT

The funding for this amendment is budgeted in the Allen Fire Department Fiscal Year 2020 operating budget. The actual bid is for $100,000, however we have added a 20% contingency to the approval to cover unexpected repairs that come with an aging fleet.


STAFF RECOMMENDATION

Staff recommends that the City Council award bid and authorize the City Manager to purchase Fire Engine and Ambulance Repair Services from North Texas Fleet Services as the primary vendor and Industrial Power, LLC, as the secondary vendor for an annual amount not to exceed $120,000.
