Adopt a Resolution Authorizing the City Manager to Apply For, Accept, Reject, Alter, or Terminate a Grant from the State of Texas, Office of the Governor, Criminal Justice Division to Purchase a Three Dimensional Scanner System.

ACTION PROPOSED:

Adopt a Resolution Authorizing the City Manager to Apply For, Accept, Reject, Alter, or Terminate a Grant from the State of Texas, Office of the Governor, Criminal Justice Division to Purchase a Three Dimensional Scanner System.




BACKGROUND

The State of Texas, Office of the Governor, Criminal Justice Division, awards grants annually for Criminal Justice purposes. The City of Allen Police Department plans to submit a grant application to purchase a three dimensional scanning system that will aid in crime scene mapping and processing, accident investigations and courtroom presentations. In addition, this equipment will provide more precise measurements while capturing data that might otherwise be lost or missed. The three dimensional scanner will also improve safety on and around crash scenes by dramatically decreasing investigative time. Crashes on major roadways sometimes requires the roadway to be closed for several hours utilizing our current outdated technology. It is hopeful that the new three dimensional scanning system will reduce the amount of time officers are on scene and the roadway(s) closed by up to 75%. This reduction in time could reduce the number of "secondary" crashes caused by traffic backups and decrease social costs to the community related to lost productivity while sitting in traffic. In the courtroom, the data collected will be used to create three dimensional representations of incidents, resulting in a more accurate and clear presentation of evidence. 

 

This is a one year equipment grant. If awarded, the grant will provide full funding of $81,269.99 for the three dimensional scanning system. This includes a four-year warranty with the purchase of this equipment. Three dimensional scanners typically have a life-span of approximately seven years. The City would not be responsible for software upgrades or maintenance until year five. 

A City Resolution is required with the submission of the proposed grant. If awarded, this grant would be effective October 1, 2020.


STAFF RECOMMENDATION

Staff recommends that the City Council adopt a resolution authorizing the City Manager to apply for, accept, reject, alter, or terminate a grant from the State of Texas, Office of the Governor, Criminal Justice Division to purchase a three dimensional scanner system.
