BOARD / COMMISSION ACTION:

On February 18, 2020, the Planning and Zoning Commission voted 6 in favor (Commissioners Trahan, Platt, Orr, Autrey, Ogrizovich, and Shaikh) and 0 opposed to recommend approval of the request. Commissioner Metevier submitted an affidavit and recused himself from consideration of this item.

ACTION PROPOSED:

Conduct a Public Hearing and Adopt an Ordinance to Amend the Development Regulations of Planned Development PD No. 53 Shopping Center and to Amend a Portion of Exhibit B "Building Elevation" for a Property Generally Located at the West of N. Alma Drive and North of W. Exchange Parkway. [Spanish Schoolhouse - Elevations]




BACKGROUND

The property is located west of Alma Drive and north of Exchange Parkway. The properties to the north are zoned Planned Development PD No. 53 Single-Family Residential R-6. The properties to the east, south, and west are zoned Planned Development PD No. 53 Shopping Center SC.

 

In May 2019, City Council approved a Planned Development Amendment for the Shops at Alma and Exchange, which included daycare, retail, and restaurant uses. The subject property is the daycare portion of this development. The applicant is requesting to amend the previously approved elevations.

 

The applicant is requesting to adopt a new set of elevations that show a 25-foot-tall building with stucco and brick as primary building materials. While building materials cannot be regulated by the proposed ordinance, these materials are shown for illustrative purposes. To evaluate the proposal, staff compared the elevations to recent cases with similar uses. Staff has determined that the new elevations are comparable to other projects and is in support of the request.

 

The development regulations reference the replacement of the elevations.

 

Staff has reviewed the request.

 

On February 18, 2020, the Planning and Zoning Commission recommended approval of the request.
