SUBJECT:

Authorize the City Manager to Execute a Contract with Intermountain Slurry Seal, Inc., through an Interlocal Agreement with North Richland Hills for the Micro-surfacing of the Hillside Village Water and Sanitary Sewer Rehabilitation - Phase II in the Amount of $138,673.

PREVIOUS COUNCIL ACTION:

On January 8, 2019, City Council authorized the City Manager to execute a contract with SYB Construction Company, Inc., in the amount of $4,011,028.45 for the construction of the Hillside Village Water and Sanitary Sewer Rehabilitation - Phase II.

 

On October 10, 2017, City Council authorized the City Manager to execute a contract with SYB Construction Company, Inc., in the Amount of $3,488,338.50 for the Hillside Village Water and Sanitary Sewer Replacements Phase 1, Chaparral Road Pavement Repairs, and Sloan Creek Sanitary Sewer Aerial Crossing Project.

 

On October 11, 2016, City Council authorized the City Manager to execute a professional service contract with Halff Associates, Inc., in the amount of $429,600 for the Design of the Hillside Village Water and Sanitary Sewer Rehabilitation Project.

ACTION PROPOSED:

Authorize the City Manager to Execute a Contract with Intermountain Slurry Seal, Inc., through an Interlocal Agreement with North Richland Hills for the Micro-surfacing of the Hillside Village Water and Sanitary Sewer Rehabilitation - Phase II in the Amount of $138,673.




BACKGROUND

Chapter 271.102 authorizes a local government to participate in a cooperative purchasing program with another local government or a local cooperative organization.  The Texas Local Government Code permits cooperative agreement between local governments for the purchase of goods and services and satisfies the requirement of local governments to seek competitive bids for purchase of such goods and services through Supplier Contracts. The City of North Richland Hills has an annual contract for Micro Surfacing (Bid #15-020). The North Richland Hills contract amount for the treatment is $3.68 per square yard for the micro-surface.

 

This treatment is an asphalt mixture with sand and small aggregate that is applied in a thin layer to cover minor defects and improve the riding surface of the streets. SYB Construction Company, while replacing water and sewer pipes, repaired some roadway sections, replaced damaged curb and gutters, and repaved failed roadway sections. The proposed slurry seal by Intermountain Slurry Seal will not only make the patched streets look better, but it will also add seven to eight years of life to the streets by sealing the surface.

 

The treatment in the Hillside Phase 2 Subdivision is for the streets with trench repairs done from the water and sewer rehabilitation project and includes approximately 18,130 square yards. This includes portions of Sunny Slope Drive, Roaming Road Drive, Wandering Way Drive, Meadow Mead Drive, Leading Lane, Melody Mall Lane, and Greeting Gate Lane.


BUDGETARY IMPACT

The funding source for this project is Water and Sewer Bonds within the Hillside Water and Sewer Phase 2 project.


STAFF RECOMMENDATION

Staff recommends that the City Council authorize the City Manager to execute a contract with Intermountain Slurry Seal, Inc., through an Interlocal Agreement with North Richland Hills for the Micro-surfacing of the Hillside Village Water and Sanitary Sewer Rehabilitation - Phase II in the amount of $138,673.
