| | | | | | | | BACKGROUND
Constructed in 1986, the pumps and equipment at Stacy Pump Station No. 1 are in need of replacement and repairs due to age. Staff engaged an engineering firm in early 2019 to conduct an investigative study and assessment for future demand and cost saving measures, anticipating needs from our water system at built out.
The primary scope of the project will be to design replacement pumps at the Pump Station, using reduced voltage from 4160V to 480V and a backup generator. Along with the increased efficiency from using new pumps, the lower voltage pumps are approximately $900,000 less expensive. New building standards will require the generator and pumps electrical equipment to be housed in a separate building next to the existing pump station building. Staff has also requested the engineering firm to design an automatic start to the existing generator on Stacy Pump #2.
In October 2018, Purchasing issued a Request for Qualifications for Engineering Professional Services for Capital Improvements and other various public improvement construction projects. Five qualified firms have been selected to provide Civil Engineering services to design, prepare plans and bidding documents for water lines, wastewater lines, plant systems and repairs to existing water storage facilities. Freese and Nichols, Inc., has been qualified through this procurement process to have the experience, capability and the track record to provide the requested professional services.

Funding for the project will utilize Water and Sewer Fund revenue bonds.

Staff recommends that the City Council authorize the City Manager to execute a design contract with Freese and Nichols, Inc., for design services for the Stacy Pump Station No. 1 Project in the amount of $336,900.
