On January 7, 2020, the Planning and Zoning Commission voted 7 in favor (Commissioners Trahan, Platt, Orr, Autrey, Metevier, Ogrizovich, and Shaikh) and 0 opposed to recommend approval of the request.

ACTION PROPOSED:

Conduct a Public Hearing and Adopt an Ordinance to Amend the Development Regulations of Planned Development PD No. 135 Corridor Commercial "CC" and Adopt a Sign Schedule, Sign Location Map, and Sign Elevations for Collin College Technical Campus, Lot 1, Block A, Generally Located at the Northeastern Corner of the Intersection of Bending Branch Way and Ridgeview Drive. BACKGROUND

The property is generally located north of Ridgeview Drive and east of Bending Branch Way. The property to the north (across State Highway 121) is in the City of McKinney. The property to the west (across Bending Branch Way) is zoned Corridor Commercial CC and Planned Development PD No. 101 Corridor Commercial CC. To the south (across Ridgeview Drive), the properties are zoned Planned Development PD No. 111 Single-Family Residential R-5 and Planned Development PD No. 98 Single-Family Residential R-7. To the east, the properties are zoned Corridor Commercial CC and Planned Development PD No. 98 Corridor Commercial CC.

The property is zoned Planned Development PD No. 135 Corridor Commercial CC. A Planned Development was adopted in April 2018 for the development of Collin College Technical Campus. The applicant is requesting to amend the Planned Development to include provisions for both monument and directional signage.

 

The applicant is requesting a total of three monument signs. The Sign Location Map identifies the location of these monument signs - one off of State Highway 121, one at the intersection of Bending Branch Way and Ridgeview Drive, and one off of Ridgeview Drive. In the Sign Elevations, the monument sign located off of State Highway 121 is identified as "Sign Type 101.1-16" and is proposed to be 12 feet tall with a structure area of approximately 167 square feet. The monument sign located at the intersection of Bending Branch Way and Ridgeview Drive is identified as "Sign Type 101.1-07" and is proposed to be eight feet tall with a structure area of approximately 179 square feet. The monument sign located off of Ridgeview Drive is identified as "Sign Type 101.2-17" and is proposed to be six feet tall with a structure area of 48 square feet.

The applicant is proposing directional signage for vehicles and pedestrians. In the Sign Elevations, vehicular directional signs are identified as "Sign Type 141" and are proposed to be approximately six feet tall with a maximum structure area of 19 square feet. Pedestrian directional signs are identified as "Sign Type 143" and "Sign Type 118" and are proposed to have a maximum height of approximately six feet and a maximum structure area of approximately nine square feet.

The Sign Schedule outlines the maximum height, maximum copy area, maximum structure area, and maximum number of signs. The Sign Schedule also includes the minimum spacing and front yard setback, and there are no proposed deviations to those regulations.

Staff has reviewed the Planned Development Amendment request.

 

On January 7, 2020, the Planning and Zoning Commission recommended approval of the request.

I make a motion to adopt Ordinance No. ___________ to amend the Development Regulations of Planned Development PD No. 135 Corridor Commercial CC and adopt a Sign Schedule, Sign Location Map, and Sign Elevations for a property generally located at the northeastern corner of the intersection of Bending Branch Way and Ridgeview Drive for Collin College.
