PREVIOUS COUNCIL ACTION:

On December 10, the Allen City Council adopted a Resolution bestowing the name of "Stephen G. Terrell Community Park and Recreation Center" upon the Exchange Parkway Community Park and Recreation Center.

 

On November 12, the Allen City Council approved the Exchange Parkway Recreation Center Feasibility Study, prepared by Barker Rinker Seacat Architecture.

BOARD / COMMISSION ACTION:On October 21, the Allen Community Development Corporation voted to endorse and support the development of the Stephen G. Terrell Recreation Center (formerly Exchange Parkway Recreation Center) and commit funding of $35,000,000 toward the development of the recreation center.
ACTION PROPOSED:Authorize the City Manager to Execute a Professional Services Agreement with Barker Rinker Seacat Architecture, for the Design of the Stephen G. Terrell Recreation Center in the Total Amount of $3,921,490.



BACKGROUND

Project Description

 

The project involves the design of a new multi-generational recreation center and adjacent site along Exchange Parkway near Rowlett Creek.  The project includes a new 149,000 square foot community recreation center and site development of approximately 29 acres.   The master plan for the recreation center and site improvements are based on the feasibility study prepared by BRS Architecture and Ballard*King Associates, a recreation consulting firm specializing in recreation and sports feasibility studies, parks and/or recreation master plans, operational audits and assessments for recreation, sports and wellness facilities, dated November 5, 2019.

 

The recreation center will be developed with three primary program areas: a recreation center, a competition gymnasium and a community focused area.  It will include multiple gymnasiums, fitness areas, suspended walk/jog track, classrooms and team rooms, administrative function areas, a café, large indoor play structure and lobby/gathering social areas.   The building is envisioned to be primarily one level with the fitness center and track above.

 

The site improvements will directly support the recreation center with parking, utilities, outdoor gathering areas and walking paths that will connect the site work to the trail along Rowlett Creek.

 

Anticipated Project Schedule

 

Schematic Design: January through May 2020

Design Development: May through September 2020

Construction Documents: September 2020 through January 2021

Bidding and Procurement: January through February 2021

Construction: March 2021 through November 2022  


BUDGETARY IMPACT

Funding for the design of the Stephen G. Terrell Recreation Center is identified as follows:

 

PR1907:                    $1,486,050 (GO Bonds approved in 2015 election)

PR1601:                    $   908,213 (GO Bonds approved in 2015 election)

Collin Co. Grant:       $    31,177 (reimbursable trail design; 50-50 match)

CDC                          $1,364,300 (restricted fund balance dollars)

TOTAL                       $3,789,740

Staff recommends that the City Council authorize the City Manager to execute a professional services agreement with Barker Rinker Seacat Architecture, for the design of the of the Stephen G. Terrell Recreation Center in the amount of $3,921,490.
