The property is generally located at the northeastern corner of the intersection of Bossy Boots Drive and Stockton Drive. All surrounding properties are zoned Planned Development PD No. 108 Mixed Use MIX.
The property is currently zoned Planned Development PD No. 108 Mixed Use MIX. The original PD No. 108 was adopted in October 2011 and included several districts. The subject property falls within District H,
which was intended to provide a transition within PD No. 108. A Concept Plan, Concept Plan Details, and an Overall Landscape Plan for District H
were subsequently adopted in July 2012. In this portion of the District, the Concept Plan showed medical or dental offices throughout the area north of Stockton Drive.
The applicant is requesting to adopt a Concept Plan, Landscape Plan, and Building Elevations to facilitate the development of a daycare. Currently, PD No. 108 allows a daycare use in this district by a Specific Use Permit. The Planned Development Amendment request would allow a daycare use by right.
The subject property is 1.168± acres. The Concept Plan shows a 9,829± square foot building for a daycare use. There are two points of access into the site -- one on Stockton Drive and one on Bossy Boots Drive. The entrance on Stockton Drive will have a hooded left-hand turn lane into the site.
Under the current regulations, the applicant would be required to develop a landscape feature at the corner of Bossy Boots Drive and Stockton Drive. PD No. 108 requires a landscape feature, both north and south of Stockton Drive, at a minimum radius of 72 feet. The applicant is requesting to reduce this radius to 51 feet to allow more space for the building and playground area. The Landscape Plan demonstrates that the same plant material can be accommodated in this smaller radius and highlights enhanced landscaping along Bossy Boots Drive and Stockton Drive.
The building elevations show brick and stone as the primary exterior building materials. While building materials cannot be regulated by the proposed ordinance, these materials are shown for illustrative purposes. The maximum height of the building is approximately 33 feet.
The development regulations include permitted uses, landscaping, drainage, and traffic improvements. The provision for drainage ensures that adequate facilities are provided.
