In 2006, the City developed a Five-Year Strategic Plan for Technology. As part of that plan, it was determined there was a need to establish a lease program for computer replacements. This has benefited the City by providing a mechanism to budget more consistently for computers and has rotated our desktop and notebook computers, keeping the City more current with industry standards. This lease will renew the in-vehicle computers for Police and Fire. The current equipment was leased in 2015.

The proposed lease agreement with ePlus utilizes state contract pricing through the State of Texas Department of Information Services Cooperative Purchasing Program (DIR). The total cost of $527,772.70 over the five years of the lease term includes the asset cost value ($471,731.04), lease interest and reimbursement cost of personal property taxes, plus service costs such as the imaging of hard drives and warranty replacement services.

The lease of computer equipment is included in the annual Information Technology Department operating budget for FY20. The average annual lease payment of $105,554 is consistent with previous computer hardware lease agreements.

Staff recommends that the City Council authorize the City Manager to execute a Five (5) year lease agreement with ePlus Group, Inc. and GTS Technology Solutions, Inc., for 88 Mobile Data Computers for public safety use in an annual amount of $105,554.
