| | | | | | | | BACKGROUND
The Public Art Committee, comprised entirely of Allen residents, appointed an Artist Selection Panel (made up of additional Allen residents) in October 2018 to review artist submissions and to conduct interviews of artists for the Allen Event Center Rotunda Public Art Project. The Selection Panel reviewed all the submissions and narrowed the candidate pool to six semi-finalists which were invited to participate in initial interviews via video conference.
From there three finalists, Ray King, Norman Lee and Lyle London, were invited to tour the Allen Event Center and take input regarding the community as well as the project via public meeting. Each artist then returned to Allen to present their concept(s) to the Selection Panel on July 10, 2019. After discussion and assessment of all three concepts Norman Lee (Allbritton Lee, LLC dba RE:site) was selected by the Selection Panel for recommendation to the Public Art Committee.
The Public Art Committee reviewed the recommendation of the Selection Panel and the artists' concept designs on July 16, 2019 and voted without opposition to recommend to Allen City Council, Norman Lee (Allbritton Lee, LLC dba RE:site) as the artist selection for the Allen Event Center Rotunda Public Art Project.
At the City Council Workshop on September 10, 2019, staff presented the Public Art Committee's recommendation of Norman Lee's concept designs for the Allen Event Center Public Art Project.

| | | | | | | | BUDGETARY IMPACT
In 2007, voters approved a nearly $78 Million G.O. Bond Package that included $300,000 for public art projects to continue the Public Art Master Plan. This project will be funded by those public art funds, which were sold in 2013.

Staff recommends that the City Council authorize the City Manager to execute a contract with Allbritton Lee, LLC, dba RE:site for the design, fabrication, and installation of proposed artwork in the Allen Event Center Rotunda in the amount of $300,000.
