| | | | | | | | BACKGROUND
The Twin Creeks Civic
Space property, located just south of Pinstack, was conveyed to the city through a facilities agreement by the
three adjacent landowners in 2016. Per this agreement, the city will develop
the property as civic space/parkland to include items such as trail, site
furniture, lighting, and a shelter; and the three land owners will continue to
pay the city an annual maintenance fee.
Funding, Bidding for Construction
The Purchasing
Division received six (6) responses to Bid # 2019-5-52 on July 11, 2019. The
City of Allen is recommending an award to L.J. Design & Construction, LLC for the Twin Creeks Civic Space Renovation. Total Amount of contract is
identified in the amount of $437,756.95. This includes the base bid and alternate bid with the removal of the 16'x16' trellis ($45,106.56). LJ Design is not
the lowest bid, but they are the lowest, most responsive bidder meeting our
scope and project timeline. Another vendor came in as low bid, but performance concerns on a
current project have prevented an award for this project. The second low
bidder submitted a much longer project timeline of 120 days. The calculation
of days and the overall evaluation has resulted in a recommendation for L.J.
Design as the most qualified bidder who
met all of the specifications for this project within an appropriate timeline.
