Authorize the City Manager to Execute a Contract with US Digital Designs, Inc. for the Central Fire Station Remodel and Expansion Project's Fire Alerting System in the Amount of $102,623.

PREVIOUS COUNCIL ACTION:

On May 23, 2017, City Council authorized the City Manager to execute a Professional Services Agreement with PGAL in the amount of $200,085 for architectural/engineering services for Phase I of the Central Fire Station Remodel & Expansion Project.

 

On February 28, 2018, City Council authorized the City Manager to execute a Professional Services Agreement with PGAL in the amount of $492,275 for architectural/engineering services for Phase II of the Central Fire Station Remodel & Expansion Project.

 

On May 14, 2019, City Council authorized the City Manager to execute a Construction Contract with Crossland Construction in the amount of $6,301,931.91 for Construction of the Central Fire Station Remodel & Expansion.

ACTION PROPOSED:

Authorize the City Manager to Execute a Contract with US Digital Designs, Inc. for the Central Fire Station Remodel and Expansion Project's Fire Alerting System in the Amount of $102,623.




BACKGROUND

The Central Fire Station Building serves a two-fold purpose as a working fire house as well as administrative offices for fire department staff.  The building has existing and anticipated repair needs, such as flat roof replacement and restoration of exterior and interior elements due to water intrusion.

 

Currently at maximum capacity in both the Fire Station and Administrative areas, voters approved the use of general obligation bonds in the 2016 election for the City to expand and renovate the Central Fire Station Building. The City Council awarded Crossland Construction the general construction contract, but several project needs are contracted directly with the city due to sole-source agreements.

 

A Request for Information (RFI) was issued in the fall of 2009.  Three vendors responded.  Based on our research and these responses, a Request for Proposal (RFP) was issued in 2010 for a Fire Station Alerting System. US Digital Designs, Inc. (USDD) was the awarded vendor to provide a Fire Station Alerting and Automated Dispatching System. 

 

USDD is the Sole-Source provider to match the existing the Fire Alerting System. The Fire Alerting System is an electronic system that alerts and notifies the firefighters of any emergencies that they will be dispatched to. It is tied into the City's dispatch system through both the internet and radio networks and allows firefighters to respond to emergencies with alacrity and accuracy. This system is designed by USDD and installed by their subcontractor, Crosspoint Communications.


BUDGETARY IMPACT

Funding for this project will utilize 2016 General Obligation Bond funds.


STAFF RECOMMENDATION

Staff recommends that the City Council award bid and authorize the City Manager to execute a contract with US Digital Design Services for the Central Fire Station Remodel and Expansion Project's Fire Alerting System in the amount of $102,673.
