SUBJECT:

Authorize the City Manager to Execute an Agreement with America's Nationwide Netting, Inc., DBA Nets of Texas, to Install Outfield Barrier Nets on Two Fields at the Spirit Park Softball Complex in the Amount of $135,000.

PREVIOUS COUNCIL ACTION:

On April 11, 2017, City Council awarded a bid and authorized the City Manager to execute a contract with Schmoldt Construction, Inc., for the construction of the Watters Branch Community Park Phase 1 Project in the amount of $7,372,895.

ACTION PROPOSED:

Authorize the City Manager to Execute an Agreement with America's Nationwide Netting, Inc., DBA Nets of Texas, to Install Outfield Barrier Nets on Two Fields at the Spirit Park Softball Complex in the Amount of $135,000.




BACKGROUND

Spirit Park opened in October of 2018 and has debuted as one of the region's most popular softball complexes.  Spirit Park has shown positive impact to the community, providing resources for competitive use, revenue generation and strong economic impact.

 

In 2017, Schmoldt Construction Inc. was awarded the construction contract for Watters Branch Community Park (Spirit Park.) America's Nationwide Netting, Inc., DBA Nets of Texas was hired by Schmoldt as a subcontractor to install the initial net system. 

 

Spirit Park has a circular parking lot which includes approximately 280 spaces. The majority of the parking spaces are adjacent to two of the four fields.  Shortly after opening, staff became aware that the parking lot around Field 3 and Field 4 was regularly being reached by batted balls during adult softball games.  This has caused a safety risk for people in the park and has left vehicles prone to damage due to softball impact. As a result, the preferred parking location for participants and park users is the back row of the parking lot or an overflow parking lot in the open field to the northeast of the complex. As such, park patrons have opted not to park in spots which are adjacent to Fields 3 and 4.

 

Staff contacted vendor Nets of Texas who installed the backstop netting system already in place to seek solutions to the situation. The recommendation by the vendor, with staff's concurrence, is the installation of an outfield barrier net system to dramatically reduce the number of balls reaching the parking lot. The requested additional outfield barrier net system is an integral part and compatible with the existing netting equipment originally installed.


BUDGETARY IMPACT

Project funding made available from savings from the Parks and Recreation operational budget.
