BACKGROUND

The property is generally located east of Greenville Avenue and north of Chaparral Road. The property to the north and east is zoned Planned Development PD No. 84 Multi-Family Residential MF-18. The properties to the south are zoned Local Retail LR. The property to the west, across Greenville Avenue, is zoned Light Industrial LI.

 

The property is currently zoned Planned Development PD No. 84 Multi-Family Residential MF-18. In 2003, a Concept Plan was adopted for the subject property and the adjacent property to the east. The Concept Plan showed a three-story, age-restricted apartment complex to the east of the subject property, which is in operation today. The subject property was labeled "future development" and did not show any proposed improvements or uses on the property.

 

The applicant is requesting to adopt a base zoning district of Office O, Concept Plan, and Building Elevations to facilitate the development of a single-story office building.

 

The subject property is 1.0± acres. The Concept Plan shows a 10,000± square foot commercial building for office uses. The applicant is proposing to modify the height and area regulations from the standards of the Office O zoning district to accommodate the necessary improvements to the site. This includes a reducing the front yard setback from 100 feet to 85 feet and the rear yard setback adjacent to a residential district from 50 feet to 10 feet. The requested deviations to the side yard setback adjacent to residential district and maximum height are greater than is required by the Office O zoning district.

 

There is a single point of access into the site through the adjacent Fire Lane and Access Easement. The access has been evaluated by the Fire and Engineering Departments and provides safe and adequate access to the development.

 

Screening for the property will be comprised of a six-feet tall ornamental metal fence and landscaping along the eastern and southern property lines. In some areas, the ornamental metal fence will be installed on top of a retaining wall. The proposed landscaping will be an evergreen variety that is 48 inches tall at time of planting.

 

The building elevations show brick and stone as the primary exterior building materials. The maximum height of the building is approximately 23 feet.

 

The development regulations include a base zoning district, setbacks, and screening.

 

The request has been reviewed by the Technical Review Committee.


STAFF RECOMMENDATION

Staff recommends approval.

I move to recommend approval of an ordinance to amend Planned Development PD No. 84 Multi-Family Residential MF-18 for Lot 2, Block A, Chaparral Gardens Senior Housing, subject to the Development Regulations, Concept Plan, and Building Elevations, as presented.
