Authorize the City Manager to Execute a Contract with GameTime c/o Total Recreation Products for the Construction of Bethany Ridge Park, Dayspring Nature Preserve, and Glendover Park Playground Replacements in the Amount of $522,930.

ACTION PROPOSED:

Authorize the City Manager to Execute a Contract with GameTime c/o Total Recreation Products for the Construction of Bethany Ridge Park, Dayspring Nature Preserve, and Glendover Park Playground Replacements in the Amount of $522,930.




BACKGROUND

Staff attended a professional development course led by Texas Recreation and Parks Society (TRAPS) in conjunction with GameTime to become eligible for a funding initiative. The city applied for the grant after assessing a number of playgrounds to determine which would best be suited for replacement at this time. Bethany Ridge, Dayspring, and Glendover playgrounds were all constructed in 2001. The city was awarded funds for all three playgrounds. The grant covers a large portion of the playground structure, but recipients are expected to pay all other costs including demo and install, free standing play features, play surface, and freight costs.  The total value of the GameTime 2019 TRAPS Initiative Matching Funds is $151,815 which will be leveraged for all three playground replacements.

 

Funding, Bidding for Construction

 

Local Government Code, Chapter 271.102, authorizes a local government to participate in a cooperative program with another local government or a local cooperative organization.  The Texas Local Government Code permits cooperative agreements between local governments for the purchase of goods and services and satisfies the requirements of local governments to seek competitive bids for purchase of such goods and services through supplier contracts. The playground and construction services will be purchased through BuyBoard Cooperative Agreement, Contract #512-16.

 

The remaining project costs are funded with Park Dedication Fees. A final proposal with the utilization of BuyBoard was received from GameTime on June 28, 2019 for the demolition of the existing playgrounds and installation of the new playgrounds, and is summarized in the table below:

Staff recommends that the City Council authorize the City Manager to Execute a Contract with GameTime c/o Total Recreation for the construction of Bethany Ridge Park, Dayspring Nature Preserve, and Glendover Park Playground Replacements in the Amount of $522,930.
