BACKGROUND

The property is located at the southeastern corner of the intersection of Rivercrest Boulevard and Greenville Avenue. The properties to the north, across Rivercrest Boulevard, are zoned Planned Development PD No. 104 Single-Family Residential R-7 and Single-Family Residential R-4. The properties to the east are zoned Single-Family Residential R-4. The properties to the south, across Pebblebrook Drive, are zoned Planned Development PD No. 125 Community Facilities CF and Planned Development PD No. 6 Shopping Center SC. The property to the west, across Greenville Avenue, is zoned Planned Development PD No. 58 Community Facilities CF.


The property is currently zoned Planned Development PD No. 6 Shopping Center SC and Community Facilities CF. The applicant is requesting to establish a Planned Development zoning district with a base zoning of Community Facilities to allow for the expansion of the existing use.


The subject property is 11.651± acres. The attached Concept Plan shows a single lot with several buildings and a total of 107,440± square feet of building area. The existing buildings are labeled on the Concept Plan as "Ex. Phase 1". There are five additional buildings proposed on the property, including a 23,548± square foot Worship Center with 1,350 seats, a 16,640± square foot Commons, a 7,750± square foot education building, an 8,489± square foot building, and a 23,820± square foot building.


There are a total of five access points into the development--one on Greenville Avenue, two on Rivercrest Boulevard, and two on Pebblebrook Drive. The Concept Plan shows a deceleration lane into the entrance on Greenville Avenue.


The attached Building Elevations show the proposed buildings with stucco and concrete as primary building materials. The buildings range in height, from 15 feet to 39 feet tall.

 

The attached development regulations establish a base zoning district, general height and area regulations, and the timing of traffic improvements. The maximum height of a building constructed on the property is 35 feet. The height of a building may exceed 35 feet, to a maximum of 45 feet, provided an additional foot is added to each minimum setback for every additional foot in height. Finally, steeples, domes, and spires may exceed 45 feet in height provided there is an additional foot added to each minimum setback for every additional foot in height.


The request has been reviewed by the Technical Review Committee.


STAFF RECOMMENDATION

Staff recommends approval.


MOTION

I move to recommend approval of an ordinance to establish a Planned Development with a base zoning of Community Facilities "CF" for approximately 11.651± acres in the Peter Wetsel Survey, Abstract No. 990 and Lewis Wetsel Survey, Abstract No. 978, subject to the Development Regulations, Concept Plan, and Building Elevations, as presented.
