BOARD / COMMISSION ACTION:

On May 7, 2019, the Planning and Zoning Commission voted 7 in favor (Commissioners Trahan, Platt, Orr, Autrey, Metevier, Ogrizovich, and Shaikh) and 0 opposed to recommend approval of the request.

ACTION PROPOSED:

Conduct a Public Hearing and Adopt an Ordinance to Establish a Specific Use Permit for a Banks and Financial Institutions Use for an Approximately 3,182± Square Foot Portion of a Building and Detached, Accessory ATM Generally Located at the Northwestern Corner of the Intersection of W. Exchange Parkway and N. Watters Road (and Commonly Known as 1010 W. Exchange Parkway, Building B). [Twin Creeks Village - Bank]




BACKGROUND

The property is generally located at the northwestern corner of the intersection of W. Exchange Parkway and N. Watters Road. The properties to the north, east (across Watters Road), and west are zoned Planned Development PD No. 108 Mixed Use MIX. The properties to the south, across Exchange Parkway, are zoned Planned Development PD No. 108 Single-Family Residential SF.

 

The applicant is proposing to tenant a 3,182± square foot portion of an existing building and a detached, drive-through ATM for a credit union use for InTouch Credit Union. Staff categorizes this type of use as a Banks and Financial Institutions use.

 

The property is zoned Planned Development PD No. 108 Mixed Use MIX. The Planned Development requires a Specific Use Permit (SUP) for a Banks and Financial Institutions use within District C of PD 108.

 

The applicant submitted a business summary in conjunction with the SUP application. Below is a general summary of the proposed business operations. It should be noted that the business will not be restricted to the below operating hours; rather, the operational hours are provided for informational purposes.

  • Branch business hours:
    • Monday through Friday: 9:00 a.m. - 5:00 p.m.
    • Saturday: 10:00 a.m. - 2:00 p.m.
  • ATM business hours:
    • Monday through Friday: 8:00 a.m. - 8:00 p.m.
    • Saturday: 8:00 a.m. - 2:30 p.m.

 

The applicant is proposing to remove nine parking spaces from the currently approved site plan to add a drive-through ATM. After reviewing the proposed use in conjunction with the previously approved parking study, staff has determined that the reduction in parking spaces will not negatively impact the site.

 

There are three existing access points into the development--one on Watters Road and two via an internal fire lane, access, and utility easement. Parking onsite complies with the Allen Land Development Code standards.

 

The Specific Use Permit request has been reviewed and meets the standards of the Allen Land Development Code.

 

On May 7, 2019, the Planning and Zoning Commission recommended approval of the request.
