On April 16, 2019, the Planning and Zoning Commission voted 7 in favor (Commissioners Trahan, Platt, Orr, Autrey, Metevier, Ogrizovich, and Shaikh) and 0 opposed to recommend approval of the request.

ACTION PROPOSED:

Conduct a Public Hearing and Adopt an Ordinance to Establish a Specific Use Permit for a Gymnastics or Sports Training Use for an Approximately 8,874± Square Foot Portion of a Building Generally Located North of Bethany Drive and East of U.S. Highway 75 (and Commonly Known as 500 W. Bethany Drive). [D1 Sports Training]




BACKGROUND

The property is generally located directly north of Bethany Drive and approximately 681± east of U.S. Highway 75, with said building being addressed as 500 W. Bethany Drive. The properties to the north are zoned Light Industrial LI. The property to the east is zoned Planned Development PD No. 15 Light Industrial LI. The property to the south (across Bethany Drive) is zoned Light Industrial LI. The properties to the west are zoned Planned Development PD No. 68 Corridor Commercial CC.

 

The applicant is proposing to tenant a 8,874± square foot portion of an existing building for a sports training facility for D1 Sports Training. Staff categorizes this type of use as a Gymnastics or Sports Training Facility use.

 

The property is zoned Light Industrial LI. The Allen Land Development Code requires a Specific Use Permit (SUP) for a Gymnastics or Sports Training use within the LI zoning district.

 

The applicant submitted a business summary in conjunction with the SUP application. The following is a general summary of the proposed business operations:

  • Business hours:
    • Monday through Saturday, 5:00 a.m. - 7:00 p.m.
    • Occasional facility rentals on Sunday
  • Group Classes: maximum of 24 participants per class and a maximum of two classes at any given time.
  • Clinics/Skills Camps: occasional evening and weekend events with approximately 40 participants.

 

There are four existing access points into the development--one on W. Bethany Drive and three through internal Fire Lane, Access, and Utility easements.

 

Parking on site complies with the Allen Land Development Code standards.

 

There are no proposed changes to the exterior of the building.

 

The Specific Use Permit request has been reviewed and meets the standards of the Allen Land Development Code.

 

On April 16, 2019, the Planning and Zoning Commission recommended approval of the request.
