BACKGROUND

The property is generally located directly south of State Highway 121 and approximately 541± feet west of N. Watters Road. The properties to the north, across State Highway 121, are located in the City of McKinney. The properties to the east are zoned Planned Development PD No. 92 Corridor Commercial CC. The properties to the south and west are zoned Planned Development PD No. 40 Corridor Commercial CC.

 

The property is currently zoned Planned Development PD No. 40 Corridor Commercial CC. The applicant is proposing to amend the Planned Development to permit the development of a Target Range.

 

The subject property is approximately 7.329± acres. The attached Concept Plan shows the proposed 82,295± square foot building in two phases. Phase 1 includes space for firearms sales and service, offices, warehouse, and a target range. Phase 2 includes additional target range space.

 

There are a total of two access points into the development--one on State Highway 121 and one through a proposed fire lane, access, and utility easement. 

 

The attached Building Elevations show both proposed phases of the development. The proposed maximum height is 35 feet. Building materials include concrete, brick, stone, metal wall panel, and ipe wood siding. The north elevation, which faces State Highway 121, does not exceed 10% non-masonry building materials with either phase. The south elevation, which faces the floodplain, proposes a maximum of 14% ipe wood siding.

 

The attached development regulations include additional permitted uses and building materials.

 

The request has been reviewed by the Technical Review Committee.


STAFF RECOMMENDATION

Staff recommends approval.


MOTION

I move to recommend approval of an ordinance amending Planned Development PD No. 40 Corridor Commercial "CC" for approximately 7.329± acres in the H. Seaborn and Robert T. Clements Survey, Abstract No. 879, subject to the development regulations, Concept Plan, and Building Elevations as presented.
