| | | | | | | | BACKGROUND
The Bethany Water Tower and Stacy Ground Storage Reservoir #3 underwent routine annual inspections by Texas Tank Services. In the resulting report, the coating system of both facilities were identified as needing attention. For the competitive bid process, Birkhoff, Hendricks & Carter, L.L.P. was contracted to further evaluate the tanks and review of the flow meters in order to prepare drawings and specifications for all necessary improvements. The final project includes Bethany Water Tower interior/exterior repaint and Stacy Ground #3 exterior repaint and minor tank repairs.
A Request for Proposal (RFP) process was used in acquiring pricing for this project. On April 3, 2019, a total of 6 proposals were received. The three (3) lowest and responsive proposals are below:

Contractors were given a specific start and end date for the project. A committee was formed to evaluate proposals on a 100-point scale, derived from an evaluation of both price and references from past work experiences. Recommendation to award J.R. Stelzer is based on results of evaluation points and record of having satisfactorily completing similar projects.

This project will be funded through both FY18 and FY19 water and sewer operating revenues, outlined in the capital improvement program and the annual budget.
