BACKGROUND

The property is generally located at the northwestern corner of the intersection of W. Exchange Parkway and N. Watters Road. The properties to the north, east (across Watters Road), and west are zoned Planned Development PD No. 108 Mixed Use MIX. The properties to the south, across Exchange Parkway, are zoned Planned Development PD No. 108 Single-Family Residential SF.

 

The applicant is proposing to tenant a 3,182± square foot portion of an existing building and a detached, drive-through ATM for a credit union use for InTouch Credit Union. Staff categorizes this type of use as a Banks and Financial Institutions use.

 

The property is zoned Planned Development PD No. 108 Mixed Use MIX. The Planned Development requires a Specific Use Permit (SUP) for a Banks and Financial Institutions use within District C of PD 108.

 

The applicant submitted a business summary in conjunction with the SUP application. Below is a general summary of the proposed business operations. It should be noted that the business will not be restricted only to the below operating hours; rather, the operational hours are provided for informational purposes only.

  • Branch business hours:
    • Monday through Friday: 9:00 a.m. - 5:00 p.m.
    • Saturday: 10:00 a.m. - 2:00 p.m.
  • ATM business hours:
    • Monday through Friday: 8:00 a.m. - 8:00 p.m.
    • Saturday: 8:00 a.m. - 2:30 p.m.

 

The applicant is proposing to remove nine parking spaces from the currently approved site plan to add a drive through ATM. After reviewing the proposed use in conjunction with the previously approved parking study, staff has determined that the reduction in parking spaces will not negatively impact the site.

 

There are three existing access points into the development--one on Watters Road and two via an internal fire lane, access, and utility easement. Parking onsite complies with the Allen Land Development Code standards.

 

The Specific Use Permit request has been reviewed and meets the standards of the Allen Land Development Code.


STAFF RECOMMENDATION

Staff recommends approval.
MOTION

I make a motion to recommend approval of an ordinance granting a Specific Use Permit SUP for a Banks and Financial Institutions use for a portion of Lot 1, Block A, Legends at Twin Creeks Business Addition subject to the development regulations and SUP Site Plan as presented.
