| | | | | | | | BACKGROUND
In 2012, the City of Allen implemented TriTech's
Computer Aided Dispatch (CAD) and Mobile software systems. Approximately
thirteen (13) months later, the police department implemented its current Record Management
System (RMS) software. Over the years, the Police Department and
Information Technology has tried to work with the current vendor to improve the system.
In 2016, it became apparent that the RMS could not meet the needs of the police
department. In 2017, the City developed and issued a Request For Proposal to
replace the CAD and RMS software.
Members from the Police Department, Fire Department,
Information Technology, Finance and Purchasing formed an end-user lead committee
that worked collaboratively to review six RFP responses. The committee then
selected four vendors to present short demonstrations of their public safety
software solutions. The committee then invited three of the vendors to visit
the City to provide enhanced demonstrations of the software solutions. Ultimately,
the committee focused on one vendor, CentralSquare (TriTech is now part of the
CentralSquare software solutions).
The committee then conducted an in-depth assessment of
CentralSquare by visiting multiple sites who were actively utilizing the software.
Additionally, several other references where checked. The committee unanimously
concluded that the CentralSquare public safety software solution would meet and
exceed the needs of the City of Allen.
Representatives of the City then entered into contract
negotiations with CentralSquare and successfully agreed to the terms of a contract, which is placed on the Council agenda for consideration.

Staff recommends that Council authorize the City Manager to negotiate and execute contract documents with CentralSquare Technologies for the purchase of Public Safety Computer Aided Dispatch and Records Management System in the amount of $2,100,000.
